The Prime Minister (PM) Nguyen Xuan Phuc of the Permanent Government had a meeting with the leaders of Vietnam National University, Hanoi (VNU), Vietnam National University, Ho Chi Minh City (VNU-HCMC), and the University of Danang (UD) in the afternoon of November 2, 2017.
Previously, the PM visited and worked with each university (in which, the PM has twice worked with VNU) to directly review the situation, receive opinions and open to the development orientation of each university.
At the meeting today, the universities discussed the infrastructure construction under the approved project. UD’s opinions were from the perspective of a suburban university while VNU - Hanoi and VNU-HCMC were from the perspective of urban universities, in which the emerging issues were funds for this work, mechanisms and policies for universities, especially regarding university autonomy.
Given opinions from localities such as Hanoi, Ho Chi Minh City, Da Nang, Quang Nam showed its support for the universities development as Mr. Huynh Duc Tho, Chairman of the People's Committee of Danang city said, "We greatly facilitate the development of the university space for development." This is also a development pole of the locality.
Deputy prime ministers and ministries emphasized the need for specific mechanisms and autonomy expansion, in which UD, regional university, can apply a similar mechanism as the two national universities do. At the conclusion of the meeting, the PM emphasized that the central and local agencies, especially the Ministry of Education and Training, VNU – Hanoi, VNU - HCMC, and UD, focused to develop these three universities as the centers of human resources training for the country for their respective three regions before the 4.0 revolution. The three universities will be focused on building an urban university with adequate planning to ensure the development. These universities must do innovation and quality improvement of Vietnamese universities in the fundamental and comprehensive reform of higher education.
The PM stated that the State provided three universities with ground clearance assistance and localities supported resettlement for the people. The PM assigned the Ministry of Planning and Investment to take the lead in reviewing the plans for compensation, site clearance and resettlement. Furthermore, in coordination with the Ministry of Finance and localities, the Ministry of Planning and Investment will also propose to the Prime Minister to decide on their competence. In addition, there will be other forms of resources mobilization to be invested.
Sharing the desire to build these universities into well-known and qualified universities of the country, the PM said: "Issues the comrades proposed today that the Prime Minister agreed upon are the basis for the transformation of the three universities into Vietnam's major universities of international stature. The goals of this restructuring project reflect the clear mission, vision, and determination of the comprehensive objectives for the development of science and technology training and international ranking".
The three-university restructuring project needs to be implemented in line with the master plan for the development of three urban universities in the north, the central and the south of Vietnam. The goal of the three universities is to be in the international university rankings. The Ministry of Finance, the Ministry of Planning and Investment, and the Ministry of Education and Training shall give opinions to develop the restructuring project. Local governments shall support in clearance to implement the scheme.
The Ministry of Education and Training shall assume the primary responsibility and coordinate with the concerned ministries and agencies in directing and guiding the universities to accelerate this work through schemes. The Ministry of Education and Training will also ensure that the principles are compatible with the planning of universities' networks, and that they promote socialization, strengthen cooperation with businesses, and foster international cooperation to attract resources for education and training. These three universities will also be allowed to implement public- private partnership PPP; however, a separate and approved scheme is required.
The Prime Minister assigned Deputy Prime Minister Vu Duc Dam to regularly guide, urge and handle the problems of the three universities to create conditions for three universities to accelerate, especially the construction of three urban universities.
