To invest $300 million to build and develop three caliber urban universities

 

The Government will focus on developing the Vietnam National University of Hanoi (VNU-Hanoi), the Vietnam National University of Ho Chi Minh City (VNU-HCMC) and the University of Danang (UD) into the three caliber urban universities in the North, Central and South of Vietnam. Investment cost is about $300 million USD.

The Government's Office has just issue the Prime Minister's Announcement No. 542/TB-VPCP at the Permanent Government meeting on specific mechanisms and policies for the development of VNU-Hanoi, VNU-HCMC and UD toward prestigious training and research centers in the country and the region.

The Announcement stated that VNU-Hanoi, VNU-HCMC and UD have had a vital role in the education and training system, which must be pioneered in innovation to raise the quality of higher education contributing to promoting fundamental and comprehensive renewal of education and training; meeting the human resource training needs of the country; contributing to the sustainable development of the country.

In line with the above-mentioned position and role, the Government, Ministries and local agencies shall continue to create conditions and give priority to the development of these three universities into prestigious training and research centers in the country and the region and to be in the world's universities ranking.

Alongside these three universities, there are also universities within the urban university with a high capacity of international cooperation; those that need to move out of the inner city; universities sponsored by foreign investors or subdivisions of foreign universities; and universities established on the basis of international cooperation.

The Prime Minister agreed to get ODA loan of $300 million from an international financial organization to invest in the construction of key and urgent projects for the three urban universities.

The Ministry of Planning and Investment will coordinate with the Ministry of Finance, the Ministry of Education and Training, VNU-Hanoi, VNU-HCMC, UD and relevant agencies to propose specific plans according to the urgent requirements of each university and report it to the Prime Minister for approval.

The Prime Minister assigned the Ministry of Education and Training to assume the prime responsibility for, and coordinate with concerned ministries and agencies to guide the three universities to build projects on development and restructuring of these three universities into caliber universities. The project shall clearly define the mission, vision and overall objectives of the development of training, science and technology and international rankings, ensuring the conformity with the university network plan. It also aims to intensify cooperation with enterprises and international cooperation in order to attract resources for education, training and scientific research.

At the same time, the Prime Minister asked the People's Committees of provinces and cities such as Hanoi, Ho Chi Minh City, Da Nang, Quang Nam, Binh Duong to have practical support policies, specifically capital, public buildings such as dormitories, internal bus systems, physical training and sports centers for the urban universities in the locality.

The Prime Minister also agreed that VNU-Hanoi, VNU-HCMC and UD were allowed to set up public-private partnerships (PPPs) projects to build necessary infrastructure in urban universities, and submit them to competent authorities for approval.

Regarding site clearance and resettlement, the Prime Minister noted that the three universities should immediately review the master plans, especially the land use planning, to adjust and update the planning in line with the development objectives and actual situation. Concentrated resources to complete the implementation of site clearance and resettlement are needed.

The Prime Minister assigned the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with the Ministry of Finance, localities and concerned agencies in, reviewing plans on compensation, site clearance, resettlement and construction of essential works to propose the use of the medium-term public investment reserve for the period 2016 - 2020 to support this work, and report it to the Prime Minister at regulations.

People's Committees of provinces, cities: Hanoi, Ho Chi Minh City, Danang, Quang Nam, Binh Duong, will take the lead in closely coordinating with universities in site clearance and resettlement in accordance with law.
