Minister Phung Xuan Nha and the senior delegation of Ministry of Education and Training worked with the University of Danang on the development strategy in the new phase

 

On the morning of May 18, Prof. Dr. Phung Xuan Nha - Member of the Central Committee of the Communist Party of Vietnam cum Secretary of Personnel Board cum Minister of Ministry of Education and Training (MOET) and the senior delegation paid a courtesy visit and worked with the University of Danang (UD) on the development strategy in the new phase. Attending the meeting, there were also Deputy Minister Pham Ngoc Thuong, senior leaders of Departments-MOET (Planning and Finance, Science and Technology, Higher Education ...). On the side of UD, there were Assoc. Prof. Nguyen Ngoc Vu - Secretary of the Party Committee-UD cum President of UD, members of the Party Committee-UD, Presidential board, Council of UD, Rectors of UD’s member universities and Directors of UD’s affiliated units. Previously, the Minister and the delegation also had a working session with UD's leaders to conduct a practical investigation of UD's construction project in Hoa Quy and visited Vietnam-Korea University of Information and Communication Technology-UD (VKU-UD).

At the beginning of the meeting, Minister Phung Xuan Nha clarified the context, role, position and potentials of UD, thereby stating the need for a strategic and decisive vision to develop UD in the new phase. Minister Phung Xuan Nha also emphasized the interest of the Government and MOET’s leaders toward the development of UD, in which the development and completion of the Public Investment Plan for the period 2020-2025, especially the UD construction project (in Hoa Quy-Dien Ngoc) should be based on the development strategy, education and training innovation requirements in association with regional and local development. UD was required to take advantage of opportunities and support of the Government, ministries, sectors and localities to mobilize all resources to accelerate the implementation of the Project under the direction of the Prime Minister. This should be a premise for UD to sustainably develop and become "a national key scientific training and research center, at regional and international level".

Assoc. Prof. Dr. Nguyen Ngoc Vu - President of UD, gave aspecial thanks to the Minister and senior leaders of the MOET for the continuous attention and guidance for the development of UD. President Nguyen Ngoc Vu reported to the Minister and the delegation about the general features and outstanding results of UD in all aspects, according to which, in the last academic year, UD had one more new member university (VKU), increasing the proportion of lecturers with doctoral degrees to 37% (compared to the national average was 27%, in which the percentage of University of Science and Technology-UD was nearly 60%).

UD had done a great job in students’ enrolment. In this year, UD would deploy 04 admission methods in the direction of "stabilizing the training scale to improve the quality" instead of organizing its own entrance examination; focus on training programs accreditation according to international standards (up to now UD ranked 3rd in the whole country with 20 training programs meeting AUN-QA international standards of Southeast Asia and CTI of Europe). The number of international publications had increased sharply (an increase of 40% compared to the previous year), a lot of valuable science and technology topics and products had been applied practically to serve localities (many useful products had been applied to serve the community in Covid-19 prevention)

The facilities investment process and financial plan were carried out in compliance with the regulations. UD had developed a public investment plan for the 2021-2025 period, especially the UD construction project (in Hoa Quy-Dien Ngoc) was allocated budget capital by the Government as well as directed to deploy the ODA capital mobilization procedures. In addition, UD in coordination with ministries and localities (Da Nang city, Quang Nam province) to adjust and make construction planning 1/ 2000 and projects for ground clearance and urgent works construction ...

With many outstanding results, UD still continued to be ranked in the top 05 leading universities in Vietnam, top 70 leading universities in Southeast Asia and promoted to the top 401-450 best universities in Asia. UD’s President Nguyen Ngoc Vu also suggested several proposals so that MOETs leaders could considered and continued to direct and support UD to successfully implement “the Development Strategy for the period of 2020-2025, with a vision to 2035".

 After listening to the comments and proposals of Rector of UD’s member universities and Directors of UD’s affiliated on UD's strategies and public investment plans, senior representatives of Departments – MOET shared and clarified the proposed contents, thereby expressing their support, highly acknowledging efforts and sharing difficulties and challenges of UD, as well as proposed several suggestions to help UD to overcome shortcomings and affirmed that MOET’s representatives would closely coordinate with UD in advising and proposing to Minister of MOET with appropriate guidance for the development of UD.

At the meeting, Deputy Minister Pham Ngoc Thuong (in charge of Finance and Planning, Facilities ...) not only highly acknowledged the efforts of UD in recent years, affirmed the interest and support of MOET’s leaders, but also proposed that UD should attached a special importance to develop strategy in the direction of "high-level investment". UD’s member universities should join hands and mobilize all resources to "turn the aspirations of UD into the common aspirations of the Party Committee, citizens of Da Nang city and Quang Nam province" to overcome difficulties so that the objectives and requirements of the Project could be carried out ...

In conclusion, Minister Phung Xuan Nha highly appreciated and praised (1)"lecturers and students of UD for making great efforts to achieve a lot of important and comprehensive results in difficult conditions”; (2)“ training quality, especially the key training is increasingly being affirmed, with many training programs meeting international standards; (3) “International publication indexes, scientific citations are improved, increased and continue to maintain a "very respectable" ranking in the top universities in Vietnam, top 401-450 best universities in Asia” (according to QS-Asia 2020). Especially Minister Phung Xuan Nha highly appreciated the solidarity and unity throughout UD.

Moreover, the Minister also emphasized that in order to overcome challenges and difficulties, UD had to make “greater efforts and high determination”, focus and carry out a number of key tasks in the upcoming time, namely: Regarding the organization, MOET authorized UD’s President and UD’s member universities to issue the Regulation on organization and operation (according to the amended Circular, in accordance with Law No. 34 and Decree No. 99), in which it was necessary to review and clarify responsibilities and the "organic-autonomical" relationship between the regional university and its member universities and affiliated, forming the "resonant power" and promoting advantages, potential and common resources.

Regarding training, UD should adjust training majors according to labor market needs, especially focusing on key majors, Technology Engineering, Pedagogy and Foreign languages; Regarding Science and Technology, UD should create "key research teams and satellite research teams in the direction of interdisciplinary”, thereby establishing laboratory chains linking research with practical applications, improving the training quality and scientific research, promoting innovation and “focusing on mobilizing the common human resources of UD’s member universities and affiliated, enterprises and domestic and international community to meet the investment needs ", said Minister Phung Xuan Nha

The Minister acknowledged and supported the recommendations and proposals of UD, including the development of VKU, International University Development Project (MOET would direct and directly work with Korean and UK partners), Science and Technology Magazine Development Project so that UD could have enough ability to promote advantages as a Regional University in the process of internationalization of higher education. For UD’s construction project, Minister Phung Xuan Nha directed UD to continue focusing all efforts on implementing ground clearance, building urgent works and completing procedures to have more capital funding (public investment, ODA, capital mobilization from socialization, enterprises ...) to accelerate the Project. MOET would continue to support UD to work closely with localities, ministries as well as solve difficulties. Finally, on the occasion of Vietnam Science and Technology Day (May 18), Minister Phung Xuan Nha sent best wishes to UD’s scientists, managers and offices working in the fields of Science and Technology.

On behalf of UD, once again, President Nguyen Ngoc Vu gave a special thanks to Minister Phung Xuan Nha, Deputy Minister Pham Ngoc Thuong and the MOET’s senior delegation and affirmed that UD would apply all comments, proposals of the Minister to help UD develop and make positive contributions to the educational innovation process of the country, and contribute to socio-economic development of localities, Central area and Western highland and the whole country as a whole.
