Conference reviews training and management of Lao international students for 2015-2025, discusses implementation of the 2026-2030 Plan

On August 14, 2026, the University of Danang (UD), in coordination with the Da Nang Department of Foreign Affairs, organized a conference to review the management and training of Lao international students during the 2015-2025 period and discuss the implementation of the Joint Plan for training Lao international students for 2026-2030.

The conference was attended by Mr. Anousone Douangxayalath, Deputy Consul General of the Lao Consulate General in Da Nang; Mr. Khanthaly Khamphilavong, First Secretary in charge of Student Affairs and Culture at the Lao Consulate General in Da Nang; Assoc. Prof. Dr. Le Thanh Bac, Vice President of UD; and Mr. Le Minh Tuong, Deputy Director of the Da Nang Department of Foreign Affairs.

Also in attendance were Mr. Tran Hieu, Director of the Center for International Cooperation Development and External Services; Senior Lieutenant Colonel Le Anh Tien, Deputy Head of the External Security Division of the Da Nang City Police; representatives of divisions under the Internal Political Security and Immigration Management Departments; representatives of the Boards of Rectors of UD's member universities and affiliated training institutions; representatives of relevant departments and offices of UD; and representatives of several educational institutions in Da Nang.

In his opening remarks, Assoc. Prof. Dr. Le Thanh Bac, Vice President of UD, emphasized that UD has always placed great importance on strengthening international cooperation, particularly with Laos. He affirmed that human resource training for Laos is one of UD's top political and diplomatic priorities.

According to UD's leadership, during the 2015-2025 period, UD provided training for thousands of Lao international students at various levels, ranging from Vietnamese language preparatory programs and undergraduate programs to postgraduate education. UD's member universities and affiliated units have consistently created favorable conditions, provided scholarships, and organized a wide range of meaningful activities to help Lao students improve their Vietnamese language proficiency, pursue their academic studies with confidence, integrate into the local community, and engage in cultural exchange.

According to Mr. Le Minh Tuong, Deputy Director of the Da Nang Department of Foreign Affairs, during the 2021-2025 period, Da Nang provided scholarships to 690 officials and students from the southern provinces of Laos, many of whom pursued their studies at UD.

Representatives of the Department of Foreign Affairs stated that the 2026-2030 Plan will place a stronger emphasis on shifting from quantity to quality-oriented training, ensuring that training programs meet the practical needs of  Lao partners. Under the plan, an average of approximately 20 scholarships per year will be provided for each partner province of Da Nang. In addition, the city will review and adjust the support levels for Lao international students as appropriate.

According to Mr. Anousone Douangxayalath, Deputy Consul General of the Lao Consulate General in Da Nang, the Consulate General highly appreciates and sincerely thanks the city of Da Nang, UD, and its higher education institutions for their valuable attention and support in jointly training high-quality human resources to meet Laos' development needs in the fields of economy, culture, and education.

At the conference, representatives of UD's member universities, including the University of Economics, the University of Science and Education, and the University of Foreign Language Studies, together with representatives of several educational institutions in Da Nang, shared practical experiences, highlighted existing challenges and difficulties, and proposed solutions for more effective coordination to improve the quality of training for Lao international students in the new period.

In concluding the conference, representatives of the Da Nang Department of Foreign Affairs and UD proposed key solutions for the 2026-2030 period, including strengthening the quality of Vietnamese language training at the entry level; adjusting scholarship support mechanisms and policies; and implementing an inter-agency “four-party” coordination plan involving training institutions, the Department of Foreign Affairs, the Da Nang City Police, and the Lao Consulate General in Da Nang.

Representatives of the Lao Consulate General, the Da Nang City Police, and participating universities and institutions agreed to continue strengthening legal education and awareness among Lao international students; provide support to help them improve their Vietnamese language proficiency and apply technology in their studies; and accelerate digital transformation in residence management and immigration procedures for Lao international students.

These orientations and key tasks not only reaffirm UD's reputation and academic standing, as well as Da Nang's continued support and partnership in promoting educational cooperation and the development of high-quality human resources, but also contribute to nurturing the traditional friendship and special solidarity between Vietnam and Laos, ensuring that this relationship remains “evergreen and eternally sustainable”.
