Speaking at the meeting, Assoc.Prof.Dr. Nguyen Ngoc Vu – President of UD expressed his joy and pleasure with the working delegation, which had all of Rectors of UD’s member universities, Heads of UD’s affiliated units having the opportunity to visit and work with leaders of Provincial Party Committee Propaganda Department, Department of Education and Training, Union of Science and Technology Associations of Quang Ngai province and all principals of high schools to implement the cooperation plan between UD and Quang Ngai Provincial People's Committee, focusing on education and training.

This was the first business trip of UD in early 2024, which showed that UD attaches great importance to strengthening cooperation with localities, Departments of Education and Training and high schools, especially Quang Ngai which is one of the localities where UD implements the Cooperation Agreement (Plan No. 01/KH-UBND-DHDN dated August 11, 2023).

The President of UD shared and introduced an overview and highlights of UD as a National Key Regional University, among the top universities with the largest training scale in the country (more than 60,000 full-time students), with strong team potential with about 2,600 staff and lecturers, including 120 Professors, Associate Professors, more than 750 Doctors of Science and Doctors (nearly 50% of lecturers have PhD degrees or higher, a typical example is UD - University of Science and Technology which has this rate of nearly 75% compared to the national average of about 30%).

In order to contribute to implementing one of the three "breakthroughs" according to the Resolution of the 13^th Party Congress, which is to develop high-quality human resources, strive to carry out the strategic task of developing UD into a National University according to Resolution No. 26-NQ/TW of the Politburo, UD has built and implemented the "UD development strategy to 2030, vision to 2045", including the goal of constantly improving the quality of human resource training to serve the development of socio-economic in localities, contributing to regional and national development.

This is one of the central and throughout focuses, so there is a need for greater connection between General Education and Higher Education as well as between UD and the Departments of Education and Training, between UD’s member universities & affiliated training units and high schools, since the quality of students' "input" is a systematic factor for universities to promote STEM education foundation (Science Engineering and Technology combined with Mathematics), foreign languages to continue focusing on improving the quality of training and scientific research.

Sharing experiences in cooperation with localities and businesses of UD such as working with Da Nang city to "build happy universities associated with a livable city" to develop Da Nang to truly become a "university city" , an "event city" and a large educational and medical center, the President of UD expressed his wish that today's meeting and working session would be a good opportunity for the two sides to share together "understanding each other will lead to success", promoting potential and strengths for common development, long-term and sustainable connection.

Sincerely thank the sentiments of Assoc.Prof.Dr. Nguyen Ngoc Vu and lecturers and leaders of UD and UD’s member universities and affiliated units visited and worked with the Department of Education and Training of Quang Ngai province. Director of the Department of Education and Training of Quang Ngai province Nguyen Ngoc Thai gave an overview of the scale, the quality of education in the province (currently there are 39 high schools and 01 international school, every year on average there are about 15,000 students graduating from high school, reaching a high rate of over 97%, last school year there were more than 2,900 students matriculated to enter university, ranked 15/63 provinces and cities nationwide with the number of students choosing to study at UD's universities, ranking only behind universities in Ho Chi Minh City); The team of more than 18,000 officials, teachers and education staff are paid special attaention and  invested in all aspects and policy mechanisms by provincial leaders in order to develop education and training.

Representatives of the leaders of Quang Ngai Department of Education and Training shared that they hope that UD, with its leading role, position and reputation in the country's higher education system, will continue to pay attention, cooperate and support to develop appropriate education and training with needs, strengths and key orientations such as: Career counseling, admission; teacher training (of subjects with high shortage of human resources such as Computer Science, Music, Fine Arts...); develop STEM and foreign languages education; training students to compete in national science and technology innovation competitions; promote IT application and digital transformation...

At the meeting, the Director of UD-Department of Academic Affairs gave an overview of the traditions and achievements over nearly 50 years of high-quality human resource training of UD, which has provided a large force of officials, experts, managers, scientists, teachers... for the Central Highlands region and the whole country. Many UD’s alumni are successful, taking on key leadership positions in agencies, organizations, businesses, universities and schools; participating in most key projects and works of the region and the country (Dung Quat Economic Zone, Binh Son Refinery and Petrochemical Plant, etc.).

UD has most of the majors and training fields (18/24 training fields in the university education system with 130 undergraduate majors, 44 Master's majors, 29 PhD majors); 10 advanced training programs, joint international programs, taught in English, in the Top 3 universities with the number of accredited training programs, meeting national and international standards (CTI, ASIIN, AUN-QA) the most in the country with 95 training programs;

The outstanding strengths of UD in high-quality human resource training are clearly shown: It has a long tradition and top academic reputation; always pioneering innovation (by 2024, there will be 03 member universities opening a Semiconductor Chip training major); diversity of occupations to meet the needs of society and learners; has a team of dedicated and highly qualified lecturers; has a convenient, comfortable, and safe learning and living environment for students to study and develop job opportunities in Da Nang city, a major socio-economic center of the region and the country.

The representative of UD's Department of Academic Affairs said that UD's regular university admission target in 2024 is about more than 15,500 targets with 04 main admission methods.

Data from recent years shows that the potential for cooperation and the needs and aspirations of Quang Ngai high school students are still many (in 2023, the number of UD students from Quang Ngai is about nearly 1,100 students, ranking 4^th after Da Nang, Quang Nam and Thua Thien Hue out of a total of 54/63 provinces and cities nationwide having high school students admitted to UD).

Based on the opinions expressed and shared about the need and desire to cooperate, support and contribute to the development of educational education in the province from high schools, the Rectors of UD’s member universities have many enthusiastic opinions, ready to propose support and accompany the education industry and high schools such as:

UD - University of Science and Technology has strengths in training engineering and technology fields, including implementing STEM education for students (as well as UD - VN-UK Institute for Research and Executive Education) with experience experiences, models, and the STEM Career Academy Project have been implemented effectively in Da Nang, Quang Nam and Quang Ngai;

UD - University of Economics is ready to coordinate training and fostering staff in economic management, accounting, marketing or startup knowledge for staff and entrepreneurs;

UD - University of Science and Education promotes its core role and pioneers in implementing the 2018 New General Education Program in training and fostering teacher management staff;

UD - University of Foreign Language Studies with strengths and experience in training to improve foreign language skills for officials, teachers and students;

UD - University of Technology and Education with a tradition of training technical and technological human resources with an application orientation and vocational education;

UD - Vietnam-Korea University of Information and Communication Technology, with the mission of training human resources to serve the development of IT and Digital Economy, etc.

Many proposals for specific and practical support and cooperation meeting local needs, especially high schools such as:

UD - The University of Science and Education will grant scholarships, with priority given to training targets for Masters/PhDs for officials and teachers (especially for majors in the fields of Educational Sciences, Natural Sciences and Social sciences and humanities that Pham Van Dong University has not yet trained); open a training and refresher course (for free) for 39 teachers of 39 high schools to be the core in counseling, career guidance, and school psychology for students;

UD - The University of Foreign Language Studies will open training and refresher courses (for free) in English Education for 39 teachers of 39 high schools, propose to coordinate with the Department to open training courses to grant pedagogical certificates according to regulations planning for foreigners to teach English in the area; 01 scholarship (full) for PhD training (English Language major), 01 scholarship (full) for PhD training (English Teaching Theory major is being promoted to open); Register for scientific research cooperation to apply and transfer the Online Teaching-Learning Program System for teachers and students to develop English proficiency...

Appreciating the thinking and "new approach" demonstrating the close and "grassroots-oriented" direction of the leaders of UD, former Chairman of the People's Committee of Quang Ngai province, Chairman of the Union of Science and Technology Associations of province Le Quang Thich emphasized that this is the first time that all the highest leaders of UD and member universities have visited and worked with the education and training sector in the province; thereby sharing and discussing directly with all high school principals to implement practical and effective cooperation content, especially in human resource training, which is a key strategy throughout and has long-term significance for the development of Quang Ngai province.

This positive start from cooperation in education and training will be a connection to continue expanding and implementing the content of cooperation between UD and other departments and branches to jointly implement the Cooperation Plan with the Provincial People's Committee; bring more learning and career development opportunities for students in the province; forecast and grasp the supply and demand of high quality human resources to develop Quang Ngai province as well as localities in the Central region in the next 5-10 years; promote the intelligence of the intellectual team of UD and the Union of Science and Technology Associations to actively contribute to the upcoming Draft Resolution of the 21^st Congress of Quang Ngai Provincial Party Committee.

Speaking highly of the significance of the working session, Member of the Standing Committee, Head of the Propaganda Department of the Quang Ngai Provincial Party Committee Dang Ngoc Dung shared, the cooperation agreement between the Provincial People's Committee and UD (period 2023-2027) has been signed. The signing and implementation are truly the enthusiasm, emotional attachment, and high responsibility of Assoc.Prof.Dr. Nguyen Ngoc Vu – President of UD (as well as President of Vietnam National University in Hanoi and Principal of Ton Duc Thang University, which are 03 prestigious accompanying universities) believes that they will make practical and effective contributions to the socio-economic development of the province as well as the cause of innovation in education and training.

The Head of the Provincial Party Committee's Propaganda Department and the Director of the Department of Education and Training of Quang Ngai province highly agreed on the views and shared the desire, with this cooperation, connection and new approaches and thinking (strengthening the connection between general education communication and higher education, improving forms of career counseling and enrollment, creating conditions for high schools to organize field visits for teachers and students to UD’s member universities and UD’s training units...), and hope that the number of high school students of Quang Ngai province admitted to UD this year and in the coming years will increase significantly (as the Director of the Department of Education and Training of Quang Ngai province hopes to have at least 10% in the coming years of the total number of new students at UD are students from Quang Ngai) so that more and more students from the province choose UD as a prestigious and reliable training address, and later have favorable conditions "close to home", and return establish themselves, start a business to contribute to the development of their hometown Quang Ngai as well as the beloved Central region (now there are many innovations and development opportunities, in many aspects no longer inferior to the centers of the two ends of the country).

Speaking and concluding the meeting, Assoc.Prof.Dr. Nguyen Ngoc Vu - President of UD sincerely thanked the sentiments, appreciation and good recognition from representatives of the provincial leadership and the Department of Education and Training of Quang Ngai for UD as well as UD’s member universities and training units; thanked to the leaders, including all principals of high schools in the province for taking the time to attend and support the co-organization of the thoughtful working session in a spirit of substance and effectiveness.

(1) Regarding cooperation in admission consulting and career guidance, UD agrees on the common view that all need to take the quality of "input" as the basis to improve the quality of human resources training. UD wishes to cooperate more closely with the Department of Education and Training and all high schools in the area, especially in consulting, career guidance and enrollment, providing complete, accurate and timely information necessary in terms of profession, methods, admission criteria... bringing peace of mind and satisfaction to parents and students;

(2) Recognizing enthusiastic opinions from the actual needs of the education and training sector as well as high schools and the spirit of readiness to support and accompany leaders of member universities and training units under UD (such as providing scholarships, training teachers, supporting students in difficult circumstances, and providing professional support for science and technology innovation competitions so that Quang Ngai students can increasingly win high prizes in regional and national competitions); UD is ready to create opportunities for Quang Ngai teachers and students to participate in national and international events. Last year, UD invited a Nobel Prize-winning Professor in Physics to talk about public science with teachers and high school students.

(3) The impression of this working visit is a positive beginning that opens up many opportunities for close, regular and long-term cooperation between UD and localities and high schools in a systematic and methodical manner, contributing to improving the quality of human resource training and meeting social needs.

(4) UD is ready to mobilize the intelligence and enthusiasm of the intellectual team to actively participate in research, innovation, knowledge transfer, and new technology activities such as the experience of effective cooperation with Da Nang typically contributing to the mark of 03 consecutive years of the city being honored and awarded the "smart city" award of Vietnam.

(5) The leaders of UD and the Department of Education and Training of Quang Ngai agreed to assign 01 focal point (for UD it is the Director of Department of Student Affairs, for the Department of Education and Training is the Chief of Office) to connect and promote with schools and units in order to effectively deploy the orientations and contents of cooperation that UD has signed with the Provincial People's Committee, focusing on cooperation in education and training.

(6) UD thanked the attention and support of the leaders of the Provincial Party Committee, People's Committee of Quang Ngai province as well as departments, branches, organizations, agencies, and businesses for the policy and task of "developing UD into a National University" according to Resolution No. 26-NQ/TW (on the development of the North Central region and Central Coast, including Quang Ngai); The Secretary of the Provincial Party Committee directly signed the province's document sent to the Prime Minister proposing, wishing, and supporting this strategic policy, shared the President of UD.

President of UD said that in an effort to strive to realize great aspirations, UD receives attention from the Government and prioritizes investment in key projects such as: ODA project (about 2,700 billion VND) to serve the work of solving problems of site clearance (to date, 40 hectares have been completed on the Da Nang side, continuing to propose policies and capital sources to clear the site on the Quang Nam side), constructing urgent works and items for the UD Urban Area (at Hoa Quy - Dien Ngoc); Partnership for Higher Education Reform Project (PHER) (about 15 million USD) for 03 leading universities in Vietnam: UD and 02 National Universities in Hanoi and Ho Chi Minh City; ODA project of the Korean Government (about 7 million USD) supports the development and upgrading of  UD - Vietnam-Korea University of Information and Communication Technology, etc.
