Ministry of Education and Training held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year with the participation and direction of the Prime Minister

On 19 August, 2024, Assoc. Prof. Dr. Nguyen Ngoc Vu – President of the University of Danang (UD), attended and spoke at the conference which was organized in hydrid mode (in-person and online). It drew the participation of Prime Minister Pham Minh Chinh, Minister of Education and Training Nguyen Kim Son and Vice Ministers of Ministry of Education and Training.

Speaking at the conference, Assoc. Prof. Dr. Nguyen Ngoc Vu highly appreciated the acumen and strategic vision of the government with very correct and timely guidelines to take advantage of great opportunities to participate in the global semiconductor value chain, especially the plan of training 50,000 – 100,000 semiconductor engineers.

The UD’s President commented that Da Nang has advantages such as: Having a system of large universities with good traditions and training quality of which the UD is the core; having a large number of highly qualified scientific staff with over 1,000 professors, associate professors, doctors; having favorable conditions to be “university city” with a large number of young and ambitious, well-trained students. These are conditions for Da Nang to become a center for startups and innovation, for training semiconductor industry in accordance with the Party, the National Assembly and the Government.

The UD has special advantages in training semiconductor engineers, which are:

(1) Having a tradition and experience in training technological sector, with the core member universities are University of Science and Technology, University of Technology and Education, Vietnam – Korea University of Information and Communication Technology;

(2) Being located in Da Nang city, the UD has the conditions to attract many talents and good students. The Vietnamese people in the Central region has the tradition of diligence and studiousness. These are the premise for training high-quality human resources;

(3) Having a team of staff and lecturers who have been trained abroad, good at professional knowledge and foreign language;

(4) Having a tradition of extensive international cooperation with many prestigious partners in semiconductor industry in the US, Japan, South Korea, Taiwan (China),...

Therefore, the UD together with major universities across the country, is ready to carry out the task of training semiconductor industry’s human resources according to the government’s project.

To successfully implement the project, the UD’s President proposed to the government, the Ministry of Education and Training some recommendations as follows:

(1) The government should soon approve the project “Developing human resources for the semiconductor industry to 2030, with a vision to 2045”;

(2) The Ministry of Education and Training should have a specific mechanism in training semiconductor chip human resources, especially the regulations on teaching staff. However, it is necessary to have a solution to control the quality of training. Therefore, in the near future, priority should be given to assigning tasks to large universities with a tradition of training technology, high qualified teaching staff and good students.

(3) The MOET needs to have a mechanism to promote, facilitate and encourage close connections between universities and local authorities, high schools to improve the quality of STEM education and foreign languages for high school students, which is a very important premise in training the semiconductor industry.

(4) Ministries/sectors need to coordinate to help remove current difficulties and obstacles in international cooperation to create more favorable conditions for universities to receive funding/support from international partners, attract good scientists and experts to Vietnam for research and teaching to create more resources for universities to develop and integrate internationally. The MOET consider to authorize large universities to proactively organize international conferences relating to professional issues and science without having to ask for permission from the ministry.

(5) Thoroughly implement the Conclusion No. 91 of the Politburo and continue to carry out the Resolution No. 29, which clearly states “building breakthrough mechanisms and policies and investing appropriate resources to develop national universities, regional universities, etc. to play a core role in training and scientific research”; continue to support the policy of developing the UD into a national university according to Resolution No. 26 and Conclusion No. 79 of the Politburo.

Becoming a national university is not just to change the name but to receive priority investment and mechanisms from the government so that the UD has the conditions to develop and contribute to training high-quality human resources to meet the requirements of the cause of industrialization and modernization of the country in general, the Central-Highlands region in particular.
