2. Package Information:

Package GO-01:

- Package Title: Supply and Installation of Laboratory and Research Equipment for: Digital Engineering Center; Central Server and Centralized Storage System; Information Technology Equipment for Training and Scientific Research; Smart Education and Training Equipment; and the Laboratory Center for Mechatronics - Automation - Automatic Control Technology.

- Estimated Value: 12,603,000.00 USD

- Procurement Method: International Competitive Bidding (ICB) - Two-envelope procedure.

- Implementation Duration: 400 days from the effective date of the contract.

- Delivery Location: Hoa Quy Village, Ngu Hanh Son Ward, Da Nang City.

Package GO-02:

- Package Title: Supply and Installation of Laboratory and Research Equipment for: Life Science Laboratory Center and the Center for Renewable Energy - Biotechnology - Environment Technology

- Estimated Value: 14,63 International Competitive Bidding (ICB) - Two-envelope procedure

- Implementation Duration: 400 days from the effective date of the contract

- Delivery Location: Hoa Quy Village, Ngu Hanh Son Ward, Da Nang City.

II. PURPOSE OF THE EARLY MARKET ENGAGEMENT ACTIVITY

According to the new World Bank regulations effective from March 1, 2025, all international procurement packages valued over USD 10 million are required to conduct an Early Market Engagement (EME) activity prior to the issuance of official Bidding Documents.

The purposes of this activity are to:

- Exchange information on technical requirements and assess feasibility;

- Collect market feedback on evaluation methods and contract conditions;

- Explore emerging technology trends and innovative solutions;

- Encourage participation from qualified contractors;

- Improve the quality of the Bidding Documents and ensure fair competition.

III. CONTENT AND IMPLEMENTATION SCHEDULE

1. Planned Activities:

- Project Briefing Workshop;

- Technical Workshop;

- One-on-One Meetings with contractors (if necessary);

- Online survey to collect written feedback;

- Publication of draft Bidding Documents for comments.

2. Format:

Hybrid (both in-person and online) to facilitate participation by international contractors.

3. Expected Schedule:

- Project Briefing and Technical Workshop: 1 day, January 2026

- Online Survey: 10 days, January 2026

V. PRINCIPLES OF PARTICIPATION

- The Early Market Engagement activity is not part of the formal bidding process;

- Participation does not guarantee or confer any advantage in the subsequent procurement process;

- All shared information will be made publicly available to ensure fairness;

- Contractors' sensitive commercial information will be kept confidential;

- There will be no cost incurred by participating contractors;

- All interested contractors are encouraged to participate.
