The delegation of the Committee on Culture and Education of the National Assembly led by Mr. Nguyen Dac Vinh - member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Culture and Education, visited and worked with leaders of the University of Danang (UD) on the implementation of policies and laws in the field of education and training. Opening the meeting, Mr. Nguyen Dac Vinh - Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Culture and Education said that this was an opportunity for leaders of the Committee on Culture  and Education to visit and work with UD, thereby learn and clarify more about the implementation of guidelines, policies and laws of the Party, the National Assembly and the Government in the practice of educational institutions; listen to reports, opinions and proposals from UD related to higher education and training.

The President of UD reported and introduced an overview of the operation of UD, especially in the past year, overcoming difficulties and challenges, UD has united, strived and achieved many important and comprehensive results in all aspects of work, reflected in 10 outstanding events of UD in 2022 (Learn more here).

According to the report of UD, some UD’s member universities and affiliated training units are implementing the autonomy mechanism (UD-University of Economics is autonomous in recurrent expenditures and investments; UD-University of Science and Technology and UD- VNUK Institute for Research and Executive Education) are on self-financed recurrent expenditures); The construction project of UD (in Hoa Quy-Dien Ngoc) has been inaugurated in 2022 and put into use two key projects (Working house of UD-University of Technology and Education and the House of learning, practice and experimentation of UD-School of Medicine and Pharmacy); complete site clearance for an additional 40 hectares (Da Nang city side); The Cooperation Project for Higher Education Revolution (PHER) of UD (together with two national universities) focuses on three pillars: Improving training quality; Promoting scientific research and innovation of university governance; Strengthening international cooperation and business relations, etc.

President of UD Nguyen Ngoc Vu made a speech and further clarified the key views and contents in the direction, administration and organization of UD's activities; ensuring with and strictly implement the policies and regulations of law on higher education; implementing a mechanism of decentralization and autonomy associated with accountability; promoting the strengths and traditions of UD’s member universities and affiliated units; attaching importance to and promoting cadres and lecturers as a key factor, taking learners as the center, taking the quality of training and scientific research as an important and decisive factor for sustainable development.

On this occasion, the representative of UD's leaders proposed to the National Assembly's Committee  on Culture and Education a number of recommendations, hoping that the Committee on Culture and Education would pay attention and support UD in implementing the policy of developing into a national university as of Resolution No. 26-NQ/TW of the Politburo (November 3, 2022); interested, supported and gave opinions to relevant ministries and branches on the policy of establishing the Vietnam-UK University of UD (on the basis of developing the UD - VNUK Institute for Research and Executive Education);

Proposing that the Committee on Culture and Education consult with the Government to continue to pay attention and support to solve and remove some difficulties and obstacles for the UD Construction Project (in Hoa Quy-Dien Ngoc) such as: Priority consideration, allocate capital to focus on site clearance (the remaining area is on the side of Da Nang city and Quang Nam province); helping to complete the procedures for on-lending of technical infrastructure construction projects and urgent works (from the World Bank's ODA); continuing to pay attention to and allocate investment capital in facilities in the medium term to synchronously develop the UD Urban Area to meet the needs of improving the quality of training and scientific research;

Proposing that the Committee on Culture and Education consult with ministries and branches to research and support to remove difficulties in the implementation of Resolution No. 165/NQ-CP; proposing to research on amendments and supplements to Law No. 34/2018/QH14, Decree No. 99/2019/ND-CP, taking into account the characteristics of the two-level university model, clearly defining roles and functions, duties and responsibilities of the President, University Council, Rector, and Member University Council; planning and arranging the network of higher education institutions to carry out the strategic mission and tasks of training high-quality human resources, contributing to the socio-economic development of the region and the country.

The participants spoke, discussed and clarified the contents that draw the attention of delegation of the Committee on Culture and Education such as: Orientation, strategy, identification of strengths, potentials and positioning of UD to implement the policy, the project to develop into a National University; Training stratification in the two-level university model; The opening of training disciplines to meet the needs of society and at the same time serve the requirements of developing high-quality human resources; The promotion of joint international training meets the requirements and trends of creativity and integration, as well as ensures the quality, prestige and academic performance of the universities; Some contents on financial mechanism, decentralization of autonomy for UD's member universities in line with ensuring appropriate regulation, creating cohesion and resonance for sustainable development, management and effective use, in accordance with the law on land to serve the needs of education and training, etc.

The members of the Delegation expressed their agreement and highly appreciated the UD's Report as well as the role, tradition, position and important contributions of UD in implementing the mission of training high quality of human resources for the Central Highlands region as well as the whole country; at the same time, shared ideas and wishes for UD to continue to develop stronger in the coming time.

The Chairman of the National Assembly's Committee on Culture and Education asked UD as well as the UD - VNUK Institute for Research and Executive Education (UD-VNUK) to send projects to develop UD into a national university, a project to develop the UD-VNUK into a VN-UK University and continue to exchange information and coordination, especially when the policy of developing UD into a national university has been included in the Politburo's Resolution, the problem is to continue to organize the implementation with a strategic and methodical approach and direction.

Comrade Nguyen Dac Vinh proposed UD to study and refer to the model and mission of the two national universities; learn, apply appropriately, create experiences and develop models of major universities in the world. On the side, the Committee on Culture and Education will support to have a favorable mechanism, policy and legal corridor for UD to continue to develop.

In the coming time, the Committee on Culture and Education will continue to do in-depth research on the basis of practical summaries, "Perception is a process, practice is extremely diversified.
