The University of Danang organizes a seminar on proposals to streamline procedures for foreign experts teaching and conducting research at Vietnamese universities

On May 5, 2025, the University of Danang (UD) in collaboration with the Department of International Cooperation under the Ministry of Education and Training (MOET) organized a seminar to discuss proposals for improving administrative procedures for foreign nationals involved in teaching and research at universities in Vietnam.

According to Mr. Nguyễn Tiến Dũng - Deputy Director General of the Department of International Cooperation, Resolution No. 57-NQ/TW on breakthroughs in science, technology, and national digital transformation outlines tasks and requirements related to attracting foreign scientists, experts, and overseas Vietnamese.

Conclusion No. 91-KL/TW on continuing to fundamentally and comprehensively innovate education and training according to Resolution No. 29-NQ/TW, as well as the proposed amendments to various education-related laws (including the Law on Education, the Law on Higher Education, and the Law on Vocational Education) also call for breakthrough solutions to effectively engage and attract international talent to work, teach, and conduct research at Vietnamese universities.

Speaking at the seminar, Prof. Dr. Lê Quang Sơn - Vice President of UD, shared that the University of Danang has recently hosted numerous international conferences and seminars, and has invited many reputable scholars and experts from foreign universities to teach and collaborate on joint research.

Representatives from UD proposed several recommendations to the Ministry of Education and Training, including: improving policies and streamlining procedures with greater flexibility; establishing appropriate and specific mechanisms for overseas Vietnamese and international experts and scholars; and researching special mechanisms to recruit and invite foreign lecturers in the field of education and training.

The seminar served as an effective forum for discussion and the exchange of ideas, aiming to contribute solutions for improving procedures that enhance international cooperation activities. Participants shared experiences and proposed mechanisms to facilitate reforms in higher education in Vietnam.

It is necessary to simplify procedures for short-term experts and volunteers whose assignments last under 90 days - such as guest lecturers, academic exchange participants, or those involved in international cooperation projects. The seminar also highlighted the need for dedicated regulations for overseas Vietnamese returning to work at universities and research institutions, enabling more streamlined processes for entry, residency, work permits, and allowing them to assume key roles in scientific projects.

During the event, participants openly discussed existing challenges and barriers and proposed orientations and solutions to improve related administrative procedures. Discussions focused on current regulations and procedures related to visas, permits, and the management of foreign nationals, aimed at facilitating the involvement of international experts, foreigners, and overseas Vietnamese in teaching, research, and participation in scientific events at universities and research institutes in Vietnam.
