UD was selected by the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation as 1 of 4 universities to receive key investment and serve as a model for Vietnam's higher education system

On September 30, 2025, the Conclusion Announcement No. 45-TB/TGV by the Task Force of the Central Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation (hereinafter referred to as the Central Steering Committee) stated the selection of 04 universities for key investment to serve as a model for the higher education system, including: Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; The University of Da Nang and Hanoi University of Science and Technology.

The objectives by 2030 for the 04 universities selected for prioritized investment, including The University of Da Nang (UD) have been clearly defined:
- Strive to be ranked among the Top 150 universities in Asia and have at least one field ranked in the Top 100 globally according to reputable international university rankings.
- Strive for each university to create 50 innovative startups, science and technology enterprises annually.
- In the 2026 – 2030 period, each university will attract a minimum of 50 million USD in investment for science research, technology development, and innovation activities; have a minimum of 10 successful startups valued at a minimum of 200 million USD.
- Ensure that a minimum of 60% of training programs in the fields of science, engineering, and technology are taught in English and/or enhance the use of some popular languages in other key areas, prioritizing dual degree joint training programs with universities ranked in the Top 200 globally.

- Increase the proportion of courses with practical work or learning through projects and research to account for 50% of the training program; require a minimum one-semester internship at an enterprise for undergraduate students.
- The proportion of postgraduate students (advanced engineers, masters, doctoral candidates) should account for a minimum of 30% of the total number of learners (with doctoral research candidates alone contributing 40% of postgraduate students).
- Strive for a minimum of 30% of the heads (or co-heads) of laboratories, research centers, and research institutes to be international experts or reputable scientists currently holding equivalent positions at foreign universities, research institutes, or research and development centers of international corporations.
- The proportion of the budget from research funding and technology transfer (including sources from innovation activities) in the revenue structure of universities should reach a minimum of 35%.

To achieve the ambitious goals, the Concluding Notice also sets out several tasks and solutions for the 04 universities, which are:
Lead the development of an Action Plan for implementation to reach the Top 150 in Asia by 2030, with at least one field ranked in the Top 100 globally according to reputable international university rankings, clearly outlining a year-by-year roadmap (to be completed in November 2025).
Proactively and urgently propose investment projects for science and technology infrastructure combined with research programs and doctoral training; focus on the identified strategic technology sectors that align with their strengths.
With the new role and mission entrusted by the Central Government, UD deeply recognizes that honor comes with immense responsibility; it strives with great effort and high determination to realize these strategic and breakthrough goals; clearly demonstrating its pioneering role and model in promoting the triple-helix cooperation model and the startup and innovation ecosystem, thereby contributing to the development of national higher education and its global integration.
