UD held Conference on Solutions to Enhance International Publications and Create Breakthroughs in Scientific Research in Line with Resolution No. 57-NQ/TW

On July 18, 2025, the University of Danang (UD) held a conference titled “Solutions to Enhance International Publications at UD and Create Breakthroughs in Scientific Research in the Spirit of Resolution No. 57-NQ/TW,” with the participation of the university’s leadership, member universities, affiliated and subordinate units, and distinguished scientists.

In his opening remarks, Assoc. Prof. Dr. Le Quang Son, Vice President of UD, highlighted the significance and objectives of the conference, which was organized in the context of UD’s ongoing efforts to promote scientific research in line with Resolution No. 57-NQ/TW. The conference aimed to assess the current situation and propose solutions to foster unity in action, boost science and technology (S&T) activities, and enhance international publications in the coming period.

At the conference, representatives from Department of Science and International Cooperation presented a report on “The Status of S&T and International Publications at UD,” outlining positive achievements in international publications across various indicators.

The number of international articles in prestigious journals (WoS/Scopus) from 2020 - 2024 nearly doubled compared to the 2016–2020 period (over 2,600 articles), with an average annual increase of approximately 10%. The scientific publication productivity of PhD holders rose sharply (from 0.18 articles/PhD in 2015 to 0.74 articles/PhD in 2024). The proportion of Q1/Q2 articles among all WoS/Scopus papers increased significantly (from 58% in 2020 to 83% in 2024).

These results demonstrate that international publication activities have always been a priority, contributing to affirming and enhancing the reputation, standing, and ranking of UD.

Vice President Le Quang Son also outlined the implementation plan for breakthrough development in S&T, innovation, and digital transformation at UD.

The plan clearly defines the objectives and requirements for concretizing, thoroughly understanding, and implementing Resolution No. 57-NQ/TW and other directives, resolutions, and action programs of the Party, State, and Government, including those in higher education (Resolution No. 03/NQ-CP; Resolution No. 71/NQ-CP; Action Program No. 43-CTr/TU; Action Plan No. 309-KH/TU; Plan No. 100/KH-BGDĐT; and Decision No. 1358/QĐ-BGDĐT), following the “Five Clears” principle (clear roles, clear tasks, clear responsibilities, clear timelines, clear results).

The plan specifies concrete tasks for member universities and subordinate training units, emphasizing the responsibility of leaders with three key task groups:

1- Developing breakthrough policies for high-quality human resource development;

2- Promoting comprehensive digital transformation in university administration and radical innovation in scientific management;

3- Effectively implementing S&T, innovation, and digital transformation tasks (with an attached list of specific tasks).

Conference participants actively discussed and contributed ideas, expressing strong consensus with UD’s policies and plans. Many heartfelt and candid opinions analyzed and clarified the context, requirements, limitations, and shortcomings in practice, and proposed solutions for implementing the plan to boost S&T, innovation, digital transformation, and international publications at UD in the coming period.

In his directive speech and conference conclusion, Assoc. Prof. Dr. Nguyen Ngoc Vu, President of UD, emphasized the requirements, context, and significance of the conference, as well as the role and importance of S&T, innovation, and digital transformation, particularly in implementing Resolution No. 57-NQ/TW of the Politburo.

President Nguyen Ngoc Vu stated that the conference stemmed from practical needs and the determination to implement Resolution No. 57-NQ/TW. Despite many positive results and indicators achieved in recent times, these outcomes have not yet matched the requirements, potential, and strengths of UD in the new context.

President Nguyen Ngoc Vu stressed the keyword “breakthrough” for development, stating that leadership and administration require strategy, ideas, and vision; and that decisive, strong, and synchronous solutions are needed to mobilize the entire system and create breakthroughs in scientific research, innovation, digital transformation, and international publications at UD. This is a common, major, and crucial task in the current context.

Regarding the enhancement of international publications, this is both a mission of universities to improve their reputation, status, and ranking, and a key focus for developing UD into a national university.

UD always strives for a harmonious development between basic/academic research and international publications, as well as applied research and technology transfer, serving socio-economic development and making positive contributions to regional and national development.

In terms of S&T, innovation, and digital transformation development in line with Resolution No. 57-NQ/TW, it is essential to create breakthroughs and generate more value, products, and wealth for society; contribute to, build, and critique policies for the development of localities, businesses, and the country. Therefore, UD’s scientists and lecturers should not only research what they have, but also focus on researching what society needs.

To propose tasks that meet the requirements of localities, businesses, and society, it is necessary to strengthen connections with these stakeholders. This is also the right direction that UD is pursuing, President Nguyen Ngoc Vu emphasized.

Breakthroughs must first occur in thinking and awareness, from UD’s leadership to all member institutions and units, with a unified understanding that S&T, innovation, and digital transformation are extremely important and urgent tasks. From there, clear objectives, requirements, motivations, resources, and breakthrough solutions must be identified. The “breakthrough” spirit should also be applied so that each institution and unit first achieves a breakthrough compared to itself in order to rise.

President Nguyen Ngoc Vu stated that in the coming time, UD will focus on creating “breakthroughs” in key sectors and fields (Artificial Intelligence, Semiconductor Chips, Financial Technology, Metro-Railway Construction, Energy Management for Nuclear Power Human Resources, etc.); developing research teams, inviting leading international scientists and experts to participate in major S&T programs, and developing strong research groups; continuing to strengthen the team of highly qualified lecturers and researchers to enhance capacity; and increasing facilities and resources for scientific research.

UD intends to prioritize increasing funding for scientific research, especially research among students; actively supporting student research from the outset with timely and appropriate rewards and encouragement. In addition, member institutions are encouraged to proactively prepare major S&T tasks and establish new innovation centers and centers of scientific excellence.
