Employment practice - labour rights at UD

FOREWORD

The University of Danang (UD) is strongly committed to implementing the United Nations Sustainable Development Goals (SDGs). This report focuses on SDG 8 - Decent Work and Economic Growth. It presents UD's policy framework, implementation measures and results in 2025 on paying a living wage, recognising trade unions and labour rights, preventing discrimination and forced labour, ensuring gender pay equity, providing appeal mechanisms, investing in employees, offering student work placements, and maintaining secure employment contracts.

Indicator 8.2.9: Employment practice - labour rights (freedom of association and collective bargaining)

a) Freedom of association

UD recognises the right of all employees to freedom of association and to join organisations. Clause 4, Article 12 of the Regulations on the Implementation of Democracy in the Activities of UD (issued on 2 June 2025; reissued, replacing the previous version, on 4 June 2026) provides:

Public employees and employees discuss and decide on joining clubs, socio-professional organisations, socio-political-professional organisations and other social organisations in accordance with the law.

b) Collective bargaining

UD applies the Law on Trade Unions No. 50/2024/QH15 (issued on 27 November 2024), which provides:

Clauses 1 and 2, Article 5:

Vietnamese employees have the right to establish, join and participate in trade unions. Employees who are foreign citizens working in Vietnam under employment contracts with a term of 12 months or more may join and participate in trade unions at the grassroots trade union.

Clause 2, Article 11:

Trade unions represent the collective of employees in collective bargaining, and in signing and supervising the implementation of collective labour agreements.

Clause 7, Article 11:

Trade unions conduct dialogue at the workplace with employers on matters relating to the rights, lawful interests and obligations of employees.

Clause 6, Article 25:

Employers shall coordinate with trade unions in organising dialogue and collective bargaining, and in signing and implementing collective labour agreements.

Clause 2, Article 10:

Discrimination against employees on the grounds of establishing, joining or participating in trade unions is strictly prohibited, including with regard to wages, bonuses, welfare and working time.

On this basis, the UD Trade Union is the organisation representing employees in dialogue and collective bargaining with UD. In 2025, 98.85% of UD's employees were trade union members (2,665/2,696), of whom 54.86% were women; the right to join the trade union is also guaranteed for foreign employees.

CONCLUSION

The University of Danang has successfully fulfilled the requirements of Sustainable Development Goal 8 - Decent Work and Economic Growth. UD has established a comprehensive, coherent and publicly available system of employment policies that is regularly issued, reviewed and updated in line with the law. Through these policies, UD ensures stable incomes for its employees, a fair, equal and non-discriminatory working environment, and the right to join representative organisations. Investment in staff, linking training with professional practice, and maintaining stable, long-term employment relationships are also notable achievements.

Going forward, UD will continue to review and improve its policies and to strengthen transparency and public disclosure of information. In doing so, UD affirms its role both as a leading higher education institution and as a responsible employer, contributing actively to the sustainable socio-economic development of the region and the country.
