Introduction

    The world has entered into the era of knowledge economy. In the past few years, the knowledge economy has been chosen as the development strategy of both developed and developing countries. "For the world's pioneering economies, the balance between knowledge and resources has shifted in favor of knowledge. True knowledge has become the most important determinant of living standards - more important than land, means of production and labor. The most technologically advanced economies today rely on knowledge” said the World Bank. In the knowledge economy, the power of competition lies in the capacity of scientific research. Creativity, dissemination and the effective use of knowledge play the most decisive role in the economic development, create wealth and quality of life.

    In recent years, Science and Technology has truly become a direct production force, having the comprehensive and profound impact on the development of every organization and nation. Science and Technology plays a decisive role in the quality of growth and competitive capacity.

   The Resolution of the eigth National Assembly defined that one of the tasks and solutions to fundamentally and comprehensively reform education and training is to promote the science and technology activities:

- Strengthen the capacity, quality and the effectiveness of scientific research, deploy technology transfer of member universities.

- Closely connect training and research among member universities and enterprises. 

- Set priorities in investment in the development of basic sciences, key science, key laboratories, specialized laboratories, hi-tech centers and the modern, experimental production establishments in several major educational institutions.

- Carry out the policy of encouraging students to do scientific research.

   The objective of the science and technology development strategy in the period 2011-2020 of Government is  to develop science and technology become a key force to meet the basic requirements of an industrial country in the modern direction. By 2020, Vietnamese science and technology will have a number of advanced and modern fields in ASEAN and in the world. The Party and the Government have made proper policies and guidelines to develop and make science and technology become an important motive power for socio-economic development.

   Scientific research and the development of technology transfer are the important standards for assessing the quality of higher educational institutions. In the classification system, the universities ranking, scientific research always take an important role. Research activities have a positive impact on improving the training quality. Recognizing the importance of scientific research and technology transfer, the leader of the University of Danang (UD) has identified that developing UD into a research-oriented university to meet the ranking standards of domestic and international accreditation organizations is the most essential goal.

    UD is a key regional multi- level, multi-disciplinary university in the Central area and Western Highland of Vietnam. Over the past 40 years, UD has played a significant role in the socio-economic development strategy of the central coastal provinces and the western highland. UD staffs and lecturers have registered 22 patents, certificates and ownership of carrying out thousands of scientific research topics at all levels as well as publishing thousands of articles in domestic and international magazines.

 Function 

To advise UD Presidential Board to deploy the management mission of science research and technology transfer.

 Mission

1. Propose and develop the development strategy of science and technology.

2. Direct, organize and manage research and technology transfer activities of UD’s staff and students.

3. Organize the joint activities and technology transfer with enterprises

4. Organize scientific information activities: produce and distribute UD’s science and technology magazine, UD’s TECHMART information and manage CV of cadres.

5. Guide for registration in intellectual property: results of scientific research and invention

6. Coordinate with functional boards to manage issues relating to science and technology activities: allocate and manage budgets; establish and implement international cooperation projects; propose the establishment and dissolution of research units and deploy the application of science and technology
