The Vietnamese Government Office has just issued Official Letters all dated January 18, 2022, announcing the directions of the Prime Minister in asking the national ministries and agencies to handle recommendations and proposals made by localities nationwide, including Danang.

Notable amongst them was Danang’s proposal on developing the University of Danang (UD) into the Vietnam National University (VNU), Danang in the coming time.

Accordingly, the UD will be allowed to make the development strategy of upgrading itself into the VNU Danang in relation to national ones in Hanoi and Ho Chi Minh City in training high-quality human resources for the whole country in the spirit of the Resolution adopted at the 13th National Party Congress.

Also, the Prime Minister assigned relevant national agencies to handle Danang's proposals on the establishment of the National Innovation Centre (NIC) in Danang and the city’s application of mechanisms and policies specified in Decree No. 94/2020/ND-CP dated August 21, 2020 governing the incentive policies for NICs nationwide.

Meanwhile, the Ministry of Planning and Investment was asked to facilitate Danang to access special preferential policies and mechanisms during the implementation of a project to develop Danang into a regional financial centre, with the forming of a non-tariff zone as a basis to proceed the project and propose some accompanying mechanisms and policies.

Besides, Danang will be facilitated to make proposals to the National Assembly for consideration on the adjustment to the rate of revenues divided between the national and the municipal budget. Accordingly, Danang now asked for permission to enjoy 75% in the 2022 -2025 period, up 7% from the 2017 - 2021 period.

The Ministry of Finance shall coordinate with relevant ministries to soon submit to the national government amendments and supplements to Decree No. 144/2016/ND-CP dated November 1, 2016 stipulating a number of specific mechanisms on investment, finance, budgetary and management decentralisation for Danang.
