ACIR+ Forum 2025: Connecting and developing a network of regional and international university leaders and scholars

On July 13, 2025, in Phnom Penh, Cambodia, the 3rd ASEAN Consortium for Innovation and Research Plus (ACIR+) Forum was held, bringing together a community network of university leaders and scholars from Southeast Asia and around the world.

The event was initiated and chaired by the Vietnam-Korea University of Information and Communication Technology - the University of Danang (VKU-UD), with the aim of promoting cooperation in education and scientific research.
A highlight of this year’s forum was its organization alongside the International Conference on Information Technology and Applications (CITA-2025), which is rotated among member universities of the ACIR network.

The event also received strong support from reputable partners closely linked with VKU, including the Korea International Cooperation Agency in Vietnam (KOICA), the Club of Faculties, Institutes, and Schools of Information and Communication Technology in Vietnam (FISU), and the Cambodia Academy of Digital Technology (CADT).
The forum gathered delegates who are leaders, scientists, and experts from various universities, such as Prof. Dr. Nguyen Ngoc Thanh (Wroclaw University of Science and Technology, Poland), Dr. Sopheap Seng (President of CADT, Cambodia), Assoc. Prof. Dr. Le Khac Nhien An (Ireland), Prof. Dr. Franck Leprévost (Luxembourg), and Assoc. Prof. Dr. Huynh Cong Phap (Rector of UD-VKU), among others.

In his opening remarks and as co-chair of ACIR+ 2025, Assoc. Prof. Dr. Huynh Cong Phap, Rector of UD-VKU, emphasized that this initiative builds on the success of the previous two editions. The forum has garnered the attention of leaders, scientists, and experts from the ASEAN region and beyond, attracting more scholars from countries such as South Korea, Poland, France, the United Kingdom, and Ireland.
Numerous initiatives and development orientations were discussed to strengthen connections among universities, including faculty/expert and student exchanges, opening new opportunities for enhanced regional cooperation.

The organization of scientific conferences and seminars is being elevated, with plans to have the CITA Conference Proceedings indexed in top international databases such as Springer, DBLP, Scopus, and Web of Science.
The ACIR+ Forum 2025 continues to affirm its vision of creating an innovative and developmental space not only as a meeting place for the regional university community but also as a foundation for long-term educational and research initiatives with international reach.
